There is a popular Harry Potter theory that long ago, perhaps in the middle ages, an all out war broke out between the wizards and the muggles, and that the muggles won. This would explain why the wizards are in hiding, and why they have to let the muggle prime minister know when they are importing dangerous animals into the country. It’s believed that the wizards used to be a lot more powerful, but the muggles stamped a lot of it out of them.
