The threat of a parking ticket is usually enough to convince people to move their car when they’re told to. However, sometimes it’s not always possible to do that. In the case of this person, the cold weather had frozen their doors shut and prevented them from being able to get inside. With no way of driving away, they had little choice but to leave a note explaining their situation to the traffic warden. Whether it would work or not depended on how kind the warden was feeling that day.
